When I create new custom forms, the consistantly print on legal sized paper.  When I print them as a PDF, or print preview, they appear as letter sized.  When i try to print to paper they come out legal sized.  This happens regardless of the printer used.  I would think it was me, but this does not happen with any other application, and it only happens with custom forms I create.

Take a look at the File->Paper Sources menu item.  Check if "print letter as legal" is checked.
