I have this file in point that I cannot delete or move to another folder.  It keeps saying that someone is in the file, however, I have closed down all of the Point computers but mine and I am still getting this "Cannot Delete" message.  Anyone have any idea how I can get rid of this?

The easy but nasty way is to reboot the computer that this file resides on.

If you are running PDS you can goto the reservations link and kick that user out of the file. BE AWARE any data unsaved will be lost.
