you can have the short cut for the app  in a different location. but all the subfolders need to be it the same directory as application=...

I have identical folders on E:\ and U:\(for each user).

Just to clarify, is what you are saying then, the shortcut points to E:\Winpoint...exe but the .ini points applications= et. al. to the U:\Winpoint folder?
