Windows 2003 R2 Enterprise 64-bit running on an Intel Xeon processor.  That file shows up in the C:\Winpoint, C:\Windows\SysWOW64, C:\Windows\System32\Spool\Drivers\x64, and C:\Windows\System32\Spool\Drivers\W32X86 directories.
 
One thing I've noticed is that the copy of the file in the Winpoint directory is version 2.10i-7.  When I run install.exe it puts a copy in the SysWOW64 directory that is version 2.50e.  I manually copied it to the other locations.

This might be the problem here. The installer should have copied the cdintf250.dll.  Please check your winpoint folder, and make sure you have the following files. Do a "cmd" from the run line and go dir c:\winpoint and see what you have.

Those are the files I have.  It's a moot point though.  I'm dropping down to a 32-bit configuration due to another print driver issue that there is not a resolution for.  I appreciate your help regardless.
