I am trying to make this process as easy as possible, so I'm going to let you know what we have and let me know if this is possible or not.

All templates are the same EXCEPT the Closing Cost Scenerios.  Now can I setup a template set without the CCS's, and give all branches rights to this template set and then create a template set with JUST CCS's and give specfic permissions to the branches those go too?  I wasn't sure if PDS would support multiple template sets.

Does this make sense?

PDS 5.3 supports multiple template set, so you could create multiple template sets as you described. 

That said a specific Point user will only have access to one template set when he/she logs in.  Iff you give access rights to two or three different template sets to the same Point user, PDS will decide which template set the user will be able to access based on the template set priority field (the highest priority wins).
